Norfolk County Council proposes to make a Temporary Traffic Regulation Order affecting Haveringland Road from 295 metres west of its junction with Holt Road for 30 metres north-westwards in the Parishes of Horsford and Felthorpe to facilitate new water connection works.  The Road will be temporarily closed (except for pedestrian access) for the duration of the works/period the closure is necessary which is anticipated to be from 25^th to 26^th June 2026, but may continue to be closed/restricted until the 7^th August 2026 where the closure is still required beyond the anticipated dates.

Alternative route is via: Haveringland Road, Short Thorn Road, Holt Road (Stratton Strawless, Horsford, Felthorpe).

The works promoter for this restriction/closure is: Anglian Water.

Vehicular access will be permitted to a final destination in the Road where signs indicating such access is possible and permitted are in place.

The  notice below gives details of public rights to inspect the accounting records and other documents that relate to the accounts.

A large planning application for an aggregate recycling facility on Brands Lane has been submitted to Norfolk County Council – see below.

If you will be affected by this being in such close proximity, then its not too late to submit an objection. The following template, kindly supplied by District Councillor Lisa Starling, can be used to assist:

“Re: Objection to Planning Application PP-14229201 – Brand’s Lane, Felthorpe, NR10 4EA

Change of use to aggregate recycling facility, construction of topsoil barn, earth bund, infiltration lagoon, and amended access (part retrospective)

I am writing to formally object to the above planning application for an aggregate recycling facility at Brand’s Lane, Felthorpe. Having reviewed the submitted application in detail, alongside accepted material planning considerations, I believe this development would cause significant and demonstrable harm to the local environment, highway safety, and residential amenity.

1. Highway Safety and Traffic Impact

The proposal involves HGV movements to support a 75,000‑tonne annual operational throughput. Brand’s Lane is a rural road not designed for sustained heavy‑vehicle usage.

2. Noise, Disturbance & Loss of Amenity

The industrial activities will generate continuous noise, dust, vibrations, and vehicle movements, compromising residential amenity.

3. Visual Impact & Character of the Area

The industrialisation of this rural setting will adversely affect the visual character and landscape.

4. Environmental Concerns & Biodiversity Impact

The proposal requires biodiversity assessments, and there is concern that local habitats and species will be negatively affected.

5. Flood‑Risk and Water Management

The proposed infiltration lagoon raises concerns regarding runoff, contamination, and watercourse impact.

6. Smells, Fumes, Dust and Air Quality

Recycling and crushing activities generate dust and fumes which may affect public health.

7. Retrospective Nature of the Application

The applicant states work commenced without consent, indicating potential harm already caused.

8. Inappropriate Location for Industrial Waste Facility

The scale and nature of the proposal is incompatible with the rural environment and unsuitable for local infrastructure.

Conclusion

For the reasons above, I believe the proposed development would have unacceptable and irreversible negative impacts on the surrounding area, residents, and environment. I therefore respectfully request that this planning application be refused”.

Norfolk County Council have opened a consultation on reduced speed limits throughout the Parish.  This is something that the Parish Council and its residents have fought for for years, so please do take a few moments to send supportive comments to the consultation if you can, to ensure this change proceeds:

Norfolk County Council has made a Temporary Traffic Regulation Order  affecting the Taverham Road from its junction with Reepham Road to its junction with Church Lane in the Parish of Felthorpe, to facilitate patching works.  The Road will be temporarily closed (except for pedestrian access) for the duration of the works/period the closure is necessary which is anticipated to be on 2^nd October 2025, but may continue to be closed/restricted until the 13^th November 2025 where the closure is still required beyond the anticipated dates.

Alternative route is via: Taverham Road, The Street, Felthorpe Road, Upgate, Reepham Road (Felthorpe, Attlebridge).

Vehicular access will be permitted to a final destination in the Road where signs indicating such access is possible and permitted are in place.

The phone box / book exchange is going to be refurbished over the next few weeks. As such the phone box has been emptied of books for a few weeks.
